History
This park is named in honor of former Executive Director James O. Breen, who retired in December 2010, for his dedication to the Park District for 19 years. Formerly knows as the West Side Community Park and Campton Hills Park, this park site serves as a model illustrating the benefits of an intergovernmental and private partnership. Over an eight-year period, the Park District worked with local legislators on the legislation that conveyed 348 acres to the Park District at no cost to the taxpayers. When the legislation was signed into law in January 2003, the donation was then conservatively valued at $26.5 million.
Over the years the Park District, with grant assistance from the Illinois Department of Natural Resources, spent over $2 million to develop facilities including 18 irrigated soccer fields, three football fields, a playground, parking areas, community garden plots, splash park, and restored the park’s natural areas and wetlands. The Park District has also partnered with local athletic organizations, including Tri-Cities Soccer Association, Tri-City Youth Football Association, and Campton United Soccer to improve the site. Improvements include expansion of the number of athletic fields, construction of building housing offices, restrooms, concessions and storage areas, improvement of turf areas, development of additional parking, purchase of an irrigation system and installation of fencing. Together, these organizations have contributed more than $800,000 to assist the Park District with such improvements.
